
Dr Romero has spent his entire career in healthcare, leading from the front with first-hand experience of being a doctor and psychiatrist in the NHS. He was appointed CEO of Cygnet in 2017 and in the eight years under his leadership, Cygnet has become one of the largest independent providers of mental health and social care services in the UK.
Since taking up the role of CEO in 2017, he has led Cygnet through a transformative period of growth, innovation and quality improvement.
His key achievements over the last 12 months include:
- £132million investment in seven new hospitals, adding 230 beds, supporting 1,500 people annually, and creating 1,000 jobs.
- A 79% staff survey response rate, showing a workforce motivated by high standards of care and an inclusive culture. In the survey, 88% said they enjoy working for Cygnet, and 85% said they are proud to work for the organisation.
- Expansion of social care services across the UK with the acquisition of three new providers bringing ten new homes under the Cygnet Social Care umbrella.
- Sector leading quality ratings with 81% of services rated ‘Good’ or ‘Outstanding’ by regulators.
- Cygnet being named a Top UK Employer by the Financial Times in 2025.
- Working with more than 50 Expert by Experiences whose lived experience of mental health services, are actively involved in designing new facilities, care pathways, and quality improvement initiatives.
Under Dr Romero’s leadership, Cygnet also launched a pioneering apprenticeship program to foster internal talent and progression, with over 515 apprenticeships completed to date.
He has also championed environmental sustainability, with the goal of achieving net-zero carbon by 2040, a forward-thinking commitment that sets a new standard for the sector and demonstrates a broader sense of corporate responsibility.
