The 2025-26 report highlights how Cygnet has continued to expand high-quality services while working in partnership with the NHS and local authorities to help meet rising demand for mental health and social care support.
Over the past two years, Cygnet has completed a major growth programme which saw the organisation open seven new hospitals, creating more than 230 new specialist beds and over 1,000 new jobs in areas of high demand. Alongside this, 181 existing beds across the Group were refurbished to further strengthen capacity and improve environments for service users and residents.
The report also outlines the impact of Cygnet’s person-centred approach to care, with strong outcomes achieved across multiple services. Highlights include:

- 100% successful community discharge rate within Eating Disorder services
- A 17% reduction in average length of stay across Health Care services
- 84% of services rated Good or Outstanding by regulators, 17% above the national average
- More than 50 Experts by Experience helping shape services, environments and quality improvement initiatives

- Almost 9,000 colleagues – more than 79% of the workforce – took part in the annual staff survey, with 91% saying the care of service users is Cygnet’s top priority, demonstrating a continued strong focus on the people we support.
The report also details Cygnet’s continued commitment to co-production, workforce development, safeguarding, sustainability and inclusion, alongside inspiring stories from service users, residents, carers and colleagues.
Professor Tony Romero, CEO of Cygnet Group, said: “At a time when the UK’s mental health system faces unprecedented demand, growing complexity and sustained pressure on capacity, the role of high-quality independent sector provision has never been more critical.
“This year was defined not only by growth but by purposeful progress. Our focus has remained on strengthening outcomes for the people we support while working in close partnership with the NHS and local authorities to respond to a system under strain.
“The progress we have achieved reflects the dedication and compassion of our colleagues and the trust placed in us by the people we support, their families and our partners.
“As we look ahead, our ambition remains clear. We want to continue improving lives through strong outcomes, strengthening partnerships and investing in services that meet the evolving needs of the communities we serve.”
The report also highlights the work of Cygnet Social Care, which expanded during the year through the acquisition of four specialist providers, adding 11 homes and 181 beds to the division. Social Care services achieved Good or Outstanding ratings across 100% of evaluated services, while supporting more people to move into supported living and more independent settings.
